Summary	0021261: PTS - War Report button disappearing
Description	The minimap button for WR disappears. Relog doesn't fix it. Confirmed across 3 different users today and 2 yesterday. I believe it is linked to 0 active population in any rvr zone. Either that or 0 people going into an rvr terittory since a server reset. I think it was fixed on real time for both factions when I entered Praag
Steps To Reproduce	-Reset server -Try to find the WR button on minimap -If you can't find it, go into rvr -relog and check minimap
