Summary	0021394: Sorc: neverending agony tactic not working
Description	Neverending agony tactic (-5sec cd on Infernal wave) does not decrease the cooldown at all. the icon starts at 5sec and immediately reverts to 10sec - see screenshot
Steps To Reproduce	specialize in neverending agony tactic , slot it, cast infernal wave. skill has CD of 10 sec anyway
