DescriptionFor Archmage Isha's Encouragement is being applied on multiple targets when using Apotheosis. I can only assume same is true for Shaman using Green Cleanin' and Scrub Ya Gud!

Video shows 2 targets being affected by the cleanse and both receiving the HoT from Isha's Encouragement.

That's exactly what the tactic tooltips are saying. Sounds like this was bugged on RoR previously
