Summary0021520: [Ironbreaker] Grumble An' Mutter cooldown bugged.
DescriptionCooldown starts when the heal is over, but it has to start when you use the ability. Blackguard has the same problem with his heal.

This is correct behavior on toggle abilities. These are currently bugged on RoR.
