Summary	0021526: OutgoingDamagePercent not reported in .getstats
Description	On PTS, .getstats is not reporting the OutgoingDamagePercent (which is acquired from things like Divine Fury, WP 6p Victorious buff, etc) though these effects are gained properly and work properly.
