Can't reproduce this. It gives +500 to the CriticalHitRateReduction stat.

Tested it on myself with a big stack of mobs attacking me and low initiative.

If memory serves me right, we encountered the bug against the Xaphan lair boss (https://wiki.returnofreckoning.com/Xaphan_of_the_Pyre).
Might have been relevant to that.
Feel free to ignore and close ticket in that case.
