is there some specific debuff that is problematic?

Otherwise that is intended behavior if you have a dot or something you stay in combat until it is over.

It doesn't happen with all mob abilities. I noticed an Ailment would keep me in combat and a hex wouldn't.

Since mobs didn't have abilities prior, it makes it impossible to pass certain quests that require getting to the bottom of a cave full of mobs that respawn faster than you can regen on character that cannot clear ailments, curses, or hexs that last extremely long duration (40s).

Just inconsistent right now where some conditions are keeping you in combat and some are not.
