Summary	0021686: Obnoxious NPC ability: Savage Bloodletter - Stackable -25 AP/s curse
Description	Savage Bloodletters can activate and stack "Bleeding Brain" seemingly with cd less than debuff duration. It's a stackable -25 AP/s debuff making most classes that get it on them unable to use most abilities Could be shared with more enemies of the same race on other locations. Suggestion: Make it non stackable and at most 20 AP/s, so that even withou +AP gear players can have some AP regen
Steps To Reproduce	-Go to "Tempest Horn" PQ in destro side High Pass -Finish 1st stage and engage the Bloodletter champs on 2nd stage
