Summary	0021800: [Magus] Rend Winds magus ability no longer triggers weapon procs.
Description	Magus ability Rend Winds hits the target 3 times. Before the patch, each of those hits could trigger a weapon proc- see attached screenshot, after the patch Rend Winds doesn't triggers weapon procs at all. Major, since it is the spammable single target ability of the Change tree.
Steps To Reproduce	Hit a target with Rend Winds repeatedly while having equipped weapon with dmg proc- from testing on IC target while having 5% dmg proc staff equipped, out of 100 or so tries not a single one triggered the weapon proc.
