0021862: Rend Winds magus ability still doesn't triggers weapon procs.
Description
Fix for issue 0021800 doesn't seems to work- just tested Rend Winds on ic target and on ic construct with 5% dmg proc staff equipped, out of 100+ tries not a single proc went off.
Tried rebooting, reequipping staff, didn't help.
Steps To Reproduce
Hit target with Rend Winds while having weapon with on hit proc equipped.
