Description	Buff lasts 3s instead of 4s and only recovers 30AP instead of 40. Please extend the buff to 4s; 10AP/s for 4s = 40AP
Steps To Reproduce	Slot the healer tactic: Restorative Burst Heal until you get the buff Notice the buff only lasts 3s
