Summary	0022123: Buffs linked to damage ability don't proc when damage is block/parry
Description	Abilities like Sigmar's Shield or Sigmar's Vision that we apply mainly for the buff don't proc when block or parry. Previously the buff applied even if the damage was blocked and this is no longer the case. It make the ability unreliable (we don't use them for the damage)
