I am able to summon my pet while the loner talent is active after a SC. It seems like the 25% dps boost (from the tactic) works too while the pet is active.
Steps To Reproduce
End a SC with loner tactic and exit the SC. Then i can summon my pet with loner active

I've had this happen when switching tactics - the damage buff was not active though, there was just a desync between client and server to which tactics were in use. Are you sure you had the bonus damage?
