I have the same issue. Have been in Caledor, clicked on the scroll. Doesn't work. |

The ToK named Isha's Lament (earned by click The History of the High Elves scroll located near the back bone of the dragon skeleton) should grant a title of the same name - the cloak is from a Live Event which is an entirely different ToK/acquisition method. |

Gersey is correct - the ToK you need to wear the cloak is the one you get from earning the cloak during the live event and putting it on. This unlock goes to your achievements tab > fashionhammer section. If you never earned and put on the cloak during the live event, no other unlock will work for this despite common names. |
