Summary	0022644: Blackguard: Crush Vitality Tactic broken
Description	Since the new patch the tactic almost never procs. It is way below 25%.
Steps To Reproduce	-Slot Crush Vitality -hit enemy mob. -tactic wont proc on the enemy.

Now available at lvl 39.
