Summary0022658: Quickened Discord not reducing cooldown time.
DescriptionJust noticed that each time I was using both Blast Wave and Touch of Palsy they are showing regular cooldown times. No reduction at all each time clicked in multiple situations from fighting pve to pvp interaction.

wait cancel it's only Blast Wave not affected by tactic touch working fine
