Update, the cloak is invisible... did quest on alt and checked chatlog for recieved item, said i was rewarded cloak, then i found the invisible clock in bag....., its allso invisible if i change other cloak to anniversity apperance...

Aaaand after launcher update the cloak is visible! so non issue

Glad you got it working, yes it is always good to restart the game a few times when these texture issues happen.
