Summary	0023120: Time-Lost Annulus Mastersmith cant upgrade old Annulus Rings
Description	The Event Vendor "Time-Lost Annulus Mastersmith" has the same Shop as the Annulus Mastersmith in Altdorf. Thus means he only can upgrade Signets to Annuli. He does not accept old Annulli.
Steps To Reproduce	Go to Isle of the Dead and try to upgrade your old Annulus.
