Some randomly unlock during events (even when the described task isn't done), but others can't be unlocked at all.
Example attached of unlocks for Mourkain Temple Event. One of which is complete all Battlemarsh Tasks, with 7 ??? still on the page. Or Isha's Sorrow with just one.
