Summary	0023899: Zealot Fortress Fetish Proc not working at all.
Description	+Spike X is never proccing.
Steps To Reproduce	At training Cunstruct. I stood there 15+ mins not a single proc.

Emissary 2025-01-28 01:11 manager ~0046066	cant reproduce i see it proccing however it is 2 percent so it will proc 2 times out of 100 and that is consistent from what i see.
