Based on the description this tactics benefit (50% critical severity on damage and healing, or stat bonus) is triggered when you would vast a spell after reaching 5 stacks in your mechanic. So essentially when you would consume it.
Currently the behaviour is that it grants the benefit the moment you reach 5 stacks, starting the 5 second timer in such a way that 1.5 seconds of it are wasted, leaving you with only 3.5 seconds. There isn't really any combination of spells that you can fit within that narrow time frame without it being a detriment to your kill potential.
It is easily reproducible, as it works this way each time. My suggestion would be either to increase the duration by 3.5 seconds. (This amount because the tactic description implies the timer starts after you cast a spell while already AT 5 points. This means that in addition to the 1.5 sec gcd after reaching your 5 point status, you would then cast a spell that could be anywhere from 1.5s to 2s in cast time, and get the benefit thereafter.
