Summary	0024925: RP tactic Immolating Grasp
Description	Hello, It seems that the tactic in mention is not applying properly the proc rate is close to 15% not noted 25% also it seems that the proc itself canot be active on multiple targets ath the same time.
Steps To Reproduce	did a test where i casted the ability 24 times on trainig constructs, 3 at the same time, never getting more thatn 1 active proc in the same moment. the 24 casts = 120 ticks out of that i got 15 tactic activations total.
