Summary	0025253: Riposte does not have a cooldown
Description	A while back Riposte was changed to have an internal cooldown, so that it couldn't chain proc or proc more than once every 3s. Currently that's not the case. Riposte is overperforming and being abused since there's no ICD check on it whatsoever. I do not have a screenshot, but I was hit 3 times in a GCD by it because I autod with both weapons and used a skill, and it proc'd on all 3.
Steps To Reproduce	Attack someone with melee defensive M1 or a Witch Hunter with Repel Blasphemy up.
