Summary0012045: Armor doesn't mitigate melee damage done by hero npcs

**Expected behavior and actual behavior:**
As the title states, armor should mitigate a portion of the damage done by hero mobs. As it currently stands, hero mobs will ignore the same amount of armor (100%) seemingly regardless of how much armor you have or what level the mob is.

**Steps to reproduce the problem**:
Fought hero npcs of varying levels while modifying how much armor I had (with no alterations to any other stats). Damage remained unchanged regardless of the addition or removal of ~2k armor.

2519 armor and the level 11 hero from the last stage of the troll country PQ hits my level 40 kotbs for 666 damage:

4601 armor and the same mob hits me for the same amount of damage:
