I have a level 25 WP. I bought the tactic "Cleansing Power".
When I slot the tactic it turns red and the mouseover tells me I cannot use it at my current level.

When I go into RvR or scenarios I get bolstered and the tactic turns green and seems to work.

I think this might have to do with the place it has in the skilltree which used to be higher up.

I found an old (closed) bug report 0012832 which has pretty much the same problem for another class. It stated there the bug was fixed for that particular tactic.
I have been unable to test if it really does not work in pve.

This is likely because with the recent Grace/Sacrifice changes, the group cleanse tactic was moved to the next tactic spot down in its respective mastery path. I would bet this current bug exists for DoKs too.

This issue is being closed as it should be fixed in the new ability system. Please create a new issue if this is not the case.
