0017722: Riposte has no cooldown for Fortress Lord in Butcher Pass

**Expected behavior and actual behavior:**
Riposte was changed to have 1 sec cooldown.
Fortress Lord was not affected, granting free suicide.
**Steps to reproduce the problem:**
Use SM skill Blurring Shock when boss is attacked by crowd and get vaporized by non-stop 400 morale damage.
Kills again even after resurrection
This is the same with Skull Thumper on the black orc too. The NPC versions of abilities often work differently to the player ones, e.g. some NPC Slayers still apply 5 second shatter limbs.
