**Expected behavior and actual behavior:**

Quest: Blood in the Water
Requires travelling from the T1 Dark Elf Warcamp to Dark Elf Chapter 3 to speak with Rally Master Kulvorath Bloodhand. NPC when right clicked played audio affirming the interaction but no dialog box was opened to allow for Quest completion, Setting Rally Point, or Selecting Influence Rewards.

Command /reload did not fix the issue.

Relogging ended with NPC disappearing.

 Ran into somewhat the same issue with this NPC today.

 Kulvorath Bloodhand is the Dark Elf Ch. 3 rally master in Poisonblade Heath, and also the turn-in NPC for the quest "Competent Retainer."

 Unlike the above post, however, he is there... sometimes. He'll be there for a bit, then despawn, then respawn, before despawning again, ad infinitum it seems. While he is present, he is not interactable. so both quest turn-ins related to him and selecting Ch.3 influence rewards are currently impossible.
