Summary	0021009: New Elf Heraldry Shield Quests have unattackable targets
Description	Two of the new shield quests - one for High Elves, one for Dark Elves - assign you to kill 3 targets in The Shadowlands, but some are not attackable.
Steps To Reproduce	1. Accept the Quest Surprise Violence! 2. Attempt to Kill target NPC (Shadow Warrior) 3. Target is unattackable
